Team Leader for GTZ-funded Vocational Training Project for Youth in East Timor
Objective:
The project is to support those about to leave vocational agricultural training at selected secondary schools to obtain a sustainable income through youth production groups/cooperatives and to participate more strongly in the social and economic live in rural areas. Target groups are students and those who finish their studies at agricultural vocational schools.
The project will work in a number of strongly interlinked areas:
- Develop practical skills oriented agricultural vocational education and training in collaboration with agricultural secondary schools and the two involved ministries Ministry for Agriculture and Fisheries (MAF) and Ministry for Education (ME)
- Establish a consultation mechanism at the decentralised level that supports youth production groups and cooperatives in collaboration with the decentralised technical staff of MAF, ME, MED and the schools
- Promote networking of the production groups in the areas of production and marketing in collaboration with the Directorate for Cooperatives.
- Start-up support for youth production groups and support to their integration into village communities
- Identification and use of experiences at the national level
- Promotion of non-violent conflict management in schools and youth production groups
Tasks:
- Overall project management, including planning of project activities and their implementation, reporting, personnel management, financial management, monitoring and evaluation, liaising with partners and stakeholders etc.
- Initiate multi-stakeholder processes that go beyond the coordination of responsibilities of the ministries and departments involved in the project and aim at establishing sustainable mechanisms for promoting interests of youth and young self-employed in rural areas
- Provide technical assistance and capacity building for and raise awareness with all relevant institutions
- Ensure conceptual and implementation support for youth production groups and their integration into the rural economy.
Profile:
- Master degree in agricultural economics, agricultural vocational education and training or similar
- Track record of experience on curriculum development, training of trainers and technical assistance on development of certification and quality management in vocational education and training in the area of agriculture
- Experience in promoting self-employment and establishment of production groups/cooperatives
- Experience in non-formal vocational training for youth
- Experience in working in conflict affected areas and post-conflict settings.
- At least 3 years of experience in the region
- Knowledge of English, German and Portuguese. Knowledge of Tetum is preferred.
