EC Framework (Period) Contract -
Rural Development and Food Security
GRM International BV is part of a consortium lead by TRANSTEC BV of Belgium supplying services to the EC in the field of Rural Development and Food Security. Whenever the EC needs technical expertise for an assignment, they send out tasking notes to consortia with specific Terms of Reference with a request for services. The companies within the consortium have a turnaround of 14 days between the publishing of a tasking note and the submission of a team, so GRM responds with great speed to each specific Term of Reference.
The specific range of technical skills needed under this framework include:
- Agricultural primary production, including horticulture
- Forestry
- Fisheries (maritime and fresh water) and aquaculture (incl. health)
- Land management (land reform, land use planning and farm restructuring)
- Rural infrastructure incl. irrigation and drainage
- Equipment definition (agriculture equipment, laboratories)
- Crop protection and disease control
- Animal production and health
- Conservation, storage, processing and packaging
- Agricultural production and marketing groups (inclusive of cooperatives)
- Food safety
- Rural extension services
This technical expertise will be used for:
- Programme / project identification and preparation / formulation;
- Assistance implementation;
- Preparation of Terms of Reference (services, works, supplies) and evaluation of offers (Procurement); and
- Evaluations (exante, interim, expost etc.), monitoring.
The EC uses a system with category I, II or III experts.
Category I experts are experts who have had education at least up to Masters Degree / Academic level or equivalent professional experience and need to have at least 15 years experience in the area relevant to the assignment.
Category II experts are experts who have had education at least up to Masters Degree / Academic level or equivalent professional experience and need to have at least 10 years experience in the area relevant to the assignment.
Category III experts are experts whose education or type of experience will be identified in the Specific ToRs. They need to have at least 5 years experience in the area relevant to the assignment.
