Background
The Yemen and Justice Policing Programme (YJPP) is a five-year programme which will mainly focus on work with the justice and police agencies in Yemen so that they can be better placed and more able to mitigate and manage conflict.  By doing this, the YJPP aims to develop more effective, accessible and equitable justice and policing systems for the people of Yemen.  The Policing Advisor, based in Sana’a, Yemen, will work within the Ministry of the Interior of the Government of Yemen (GoY) and provide advice and guidance on policy direction, legal frameworks, management systems and procedures relating to improving policing and law-enforcement in Yemen.  
 
Primary duties:
In relation to the YJPP, the Policing Advisor will, amongst other things, be responsible for the following:
  • ensure that all YJPP planning and implementation is managed in a participatory manner;
  • work with the long-term advisors and relevant GRM staff in all YJPP Planning;
  • liaise frequently with Project Manager and other relevant GRM staff, including to provide regular reports in the form requested by GRM;
  • work with relevant Yemen stakeholders, DFID and partners in designing and implementing the YJPP;
  • design and implement accountability and transparency mechanisms, performance standards and codes of ethics in police and law-enforcement agencies in Yemen;
  • design and implement monitoring and evaluation systems (including data gap analyses, baseline assessments and appropriate timings) in police and law-enforcement agencies in Yemen;
  • conduct training needs assessments of police personnel and use results to design and implement education and/or training programmes (including developing curricula, training materials etc) and building capacity for incremental and sustainable training;
  • work to improve the management of police agencies through better administrative processes, including, but not limited to, developing and applying:
    • case management;
    • reporting standards and methods;
    • budgeting;
    • finance-records management;
    • human resource management;
    • local and national coordination of law-enforcement agencies;
    • statistical reporting systems; and
    • IT system management.
  • review the learning and development plan.

Requirements:
The main requirements for the role of Policing Advisor include, but are not limited to, the following:

  • minimum of 10 years of technical experience in police reform, strengthening policing policies, procedures, and management systems;
  • ability to guide participatory reform and transition processes in highly politically sensitive, complex environments, particularly with public-sector institutions
  • minimum of 5 years of professional experience in project management, project administration and project development; 
  • experience in developing countries, preferably in the Arab Middle East;
  • excellent communication skills; and
  • knowledge of Arabic is preferable.
