Background:
The Support to Strategic Planning for Sustainable Rural Livelihoods (SSPSRL) Project aims to strengthen the capacity of Afghan Government institutions concerned with agriculture and rural development, namely the Ministry of Rural Rehabilitation and Development (MRRD) and the Ministry of Agriculture, Irrigation and Livestock (MAIL), to formulate effective policies and strategies thereby rendering programmes deliverable in a more useful way to the intended beneficiaries. Phase II of the SSPSRL Project has been running for two years and is due to end in September 2010. 
 
With over 80% of the Afghan population living in rural areas, rural development is seen as a crucial sector for the development and the stability of the country. The Ministry of Rural Rehabilitation and Development (MRRD) focuses all its activities towards the goal of increasing the social, economic and political well being of rural society, through the provision of basic services, strengthening local governance and promoting sustainable livelihoods free from a dependency on the cultivation of illicit crops.
 
 
MRRD is responsible for a portfolio of national programmes, which provides service delivery through rural infrastructure (including tertiary roads, water supply and irrigation) and the development of local governance institutions at the sub-national level.  The two programmes with the largest outreach responsibilities (National Solidarity Programme and National Area-Based Development Programme) both focus on community -based governance and are supported by two specific programmes: the National Rural Access Programme (NRAP) ; and, the Rural Water Supply, Sanitation and Irrigation Programme (RuWat SiP).  These programmes combine to create improved livelihoods in a fertile environment for economic regeneration.  In addition, the Afghanistan Rural Enterprise Development Programme (AREDP) has been designed to capitalize on institution-building and productive infrastructure to provide critical pathways and pragmatic solutions to increases in economic regeneration in rural communities.
 
MRRD has launched a major Change Management initiative, supported by MRRD leaders and overseen by a Change Management Working Group (CMWG).   The CMWG has also set up a number of change management sub-groups.
 
Responsibilities:
The Change Management Facilitator will be responsible for the following tasks:
  • Support existing change management structures:
    • Work with the national and international change consultants;
    • Coordinate with the Change Management Working Group and the change Subgroups;
  •  Use diagnostic tools to gather organisational data and:
    • Design and administer organisational survey questionnaires;Organise focus groups and one-to-one interviews;
    • Document the analysis and present the findings and recommendations.
  • Organise change implementation initiatives, including:
    • Learning and Development workshops;
    • Coaching and Mentoring sessions;
    • Staff communications and briefing meetings.
 
Qualifications and Experience:
  • The successful candidate will have appropriate qualifications in a field relevant to the sector and will have a minimum of 15 years experience in his/her area of expertise, including programme management.  Preference will be given to candidates with experience in developing countries, particularly in post conflict or transitional environment.
 
Education and work experience should provide evidence of the candidate’s:
  • Five to ten years experience of facilitating large scale organisation change programmes, preferably in the public sector;
  • A number of years experience at middle management level, working in a cross functional way with multi-disciplinary teams;
  • Knowledge and experience of change management, ideally in the context of post-conflict states;
  • Experience in coaching, mentoring, and small group education;
  • Experience in using organisational survey instruments and tools;
  • A master’s degree or a bachelor’s degree with honours, in Organisation Development or Human Resources Management.
 
Competencies:
  • Analytical thinking.
  • Strategic orientation.
  • Negotiation skills to develop consensus around policy strategies (asset).
 
Language Skills:
  • Fluent in English,
  • A working knowledge of Dari and/or Pashtu desirable.
 
Computer Skills:
  • Experience with MS Office, including Word, PowerPoint and Excel
 
Requirements:
  • Able to travel within Afghanistan, if required
