Background:
 
The Government of Yemen (GoY) and the United Kingdom Department for International Development (DFID) have signed an agreement for a five-year programme which will aid the development of the administration of justice and policing.  GRM International (GRM) has been contracted to manage this initiative which is known as the Yemen Justice and Policing Programme (YJPP). 
The YJPP has an overall purpose of enhancing the effectiveness of the justice and policing services for all and guaranteeing accessible and fair justice and policing services in Yemen. The YJPP   has specific outputs which coalesce around:
  1. Better management of GOY justice and police agencies where justice and police agencies are capable, well trained and well managed.
  2. Improved use and management of information, performance indicators and baseline data are developed upon which service delivery can be evaluated.
  3. Greater accountability of GOY justice and police agencies. Inspections systems within the agencies are used to assess performance, improve management practices and increase accountability. 
  4.  More accessible and fairer local justice and policing service delivery at the local level. Delivery of justice and policing services at local level is accessible to all, fair and effective.
  5.  GOY led donor and sectoral coordination.
 
Current Situation:
 
Although the Ministry of Justice has designed a priorities and action plan for the justice sector in general, not all the justice sector actors, beneficiaries and concerned parties were consulted to adjust these priorities and action plan. Therefore, these priorities shall be revised and adjusted after consultations and brainstorming sessions with all concerned parties.
 
Proposed Activity:
GRM proposes to convene a 2 day brainstorming session for all concerned parties. The overall purpose of the brainstorming sessions is to provide recommendations and priorities for the justice sector. The activity will be held in two consecutive days managed by a senior short term advisor (STA) and the Criminal Justice Advisor (CJA). One week prior to starting the sessions, an introductory document will be distributed among all participants to familiarize them with the purposes, methodology and the protocols of the brainstorming sessions. On the first day, 2 hours will be dedicated to answering a questionnaire that centers on access to justice. The questionnaire together with the discussions will be analyzed and then recommendations and priorities will be set up accordingly.
 
Required qualifications:
  • Minimum of 20 years experience in the Justice Sector or related field, preferably a judge or a qualified lawyer;
  • Knowledge of the Yemeni Justice System is a requirement.
  • Previous experience working in the UN or an International NGO is preferred;
  • Experience working in legal aid is desirable but not a requirement;
  • Experience with informal justice and alternative dispute resolution mechanisms is desirable
  • Ability to organize and coordinate results-oriented strategic and thematic knowledge and understanding of evaluation and development evaluation related to access to justice.
  • Ability to conceptualize issues and analyze data.
  • Good technical skills in measurement and prioritization.
  • Ability to coordinate the work and brainstorming sessions of high level legal professionals. 
  • Builds trust with audience,
  • Sound understating and experience of working in Arab and/or African contexts and of building trust with national counterparts.
  • Arabic language skills preferred but not a requirement.

Terms of reference:

  1. Design the questionnaire that centers upon access to justice
  2. Design an introductory document to familiarize participants with the purpose, aim and methodology of the brain storming session.
  3. Identify groups of participants 
  4. Manage the brainstorming sessions in cooperation with the Criminal Justice Advisor
  5. Provide a written analysis for the results of the questionnaire 
  6. Provide a written analysis for the results brainstorming sessions
  7. Submit a full report which includes priorities and recommendations.
Reporting:
  • The consultants will report to the YJPP Criminal Justice Adviser who will be the GRM contact for the STA on all matters.
