Project Purpose/Outcomes : |
The Justice Component will focus on supporting the ongoing development of a capable, culturally appropriate and affordable justice system in Solomon Islands. The development of initiatives under the Component will endeavour, among other objectives, to build the institutional strength of the justice system and build the capacity of personnel in a manner that will:
- support the effective management of trials and other judicial processes;
- ensure coordination of initiatives amongst key justice sector stakeholders;
- continue to develop and refine appropriate management and security standards, policies and procedures;
- develop sustainable and culturally appropriate programs and activities that will support the rehabilitation of offenders;
- reduce recidivism; and
- support wider community safety.
Activities delivered under the Justice Component will focus on the structures, processes and systems that enable the various elements of the Solomon Islands Justice system to operate fairly, efficiently, effectively.
Capacity building is central to the effectiveness of the Justice Program. The main focus of advisers is on the professional development of local counterparts by building and strengthening their existing capabilities and sharing knowledge and skills. Advisers work with local processes and systems within the Melanesian social and cultural context whilst imparting contemporary and specialist expertise. Using context specific approaches, advisers mentor, coach and support local counterparts to ensure an institutionally robust and locally sustained justice system is developed for the Solomon Island’s future. |
Achievements : |
GRM, through The RAMSI Law and Justice Program (Justice Component), has made significant achievements towards restoring the confidence of the community in the overall justice system and is continuing to make a significant contribution to the re-establishment of the rule of law in the Solomon Islands. The Program commenced in July 2006 and continues to provide support to the following Solomon Islands Government (SIG) Justice agencies: Ministry of Justice and Legal Affairs, the Attorney-General’s Chambers, the Law Reform Commission, the Office of the Director of Public Prosecutions, the Public Solicitor’s Office, the Royal Solomon Islands Police’s Police Prosecutions Directorate, the National Judiciary and the Registrar General’s Office. The program is able to describe good practice in recruitment of advisers, induction, language training, negotiated agreements with counterparts, counterpart involvement in adviser performance assessment, and opportunities for advisers to meet to share experience in mentoring and building the skills of Solomon Island colleagues. It also provides some cross-sector support outside of the SIG structure, including operating the Case Support Unit (CSU), a sector-wide IT Support and a sector-wide capacity development support team. The Program is also seeking to develop links with the community sector, including the Solomon Islands Bar Association (SIBA) and the Women in Law Association of Solomon Islands (WILASI). |
