Project Purpose/Outcomes : |
This is a design-implement program with the design phase being undertaken during October 2004 - February 2005. The implementation stage started in September 2005.
The goal is to contribute to averting a generalised HIV/AIDS epidemic in the Central Asia region. The purpose will be to ensure effective implementation of comprehensive national HIV/AIDS programs.
The Program components will include:
- support to the scale-up of Harm Reduction Services amongst people engaging in high risk behaviour;
- support to the principles of the "Three Ones" - (one national coordinating entity, one national programme and one national M&E system) and the coordination and implementation of National AIDS Programmes;
- support to the Regional Coordination of HIV/AIDS Prevention and Harm Reduction Services;
- provide technical assistance to the establishment of the WB Central Asia Region HIV/AIDS Project; and
- establish effective Program Management, Monitoring and Evaluation for implementing the Programe in accordance with agreed work plans, coordination and institutional arrangements.

Achievements : |
GRM has successfully negotiated a one year extension of the programme, taking it to 31 August 2010. Attached is a copy of the most recent DFID Annual Output to Purpose Review Findings - May 2008 and 2009. Good overall programme rating of 2.
DFID Annual Output to Purpose Review Findings Feb 2007:
- The Programme was assessed by DFID to be on target with regard to achieving the purpose, particularly due to the momentum it had achieved in the past 9 months and the flexibility it had exhibited in response to political changes and insecurity to continue service delivery and influence policy.
- CARHAP is well networked with international development partners, especially the Global Fund (GF), and has a good reputation across the region. In partnership with UNODC, established a Working Group on Harm Reduction within the Government of the Kyrgyz Republic.
- Increased coverage and comprehensiveness of Harm Reduction services across target countries through the design and implementation of country-specific activities, delivered by a range of government agencies, NGOs and CBOs.
- Established pilot projects in penitentiary institutions and detention centres, including supporting a number of Harm Reduction officer positions and provision of training for prisoners and prison staff.
- Developed a unified monitoring and evaluation system that ensures data is available for informing national strategic plans and regional frameworks. Good MIS data from the grant giving, monitoring and implementation processes is now available.
- Provision of key consultancy services in the formulation of the New National Strategic Plan in Uzbekistan and the initial development of a strategic relationship with USAID-funded Drug Demand Program and establishment of collaborative framework with World Vision International.
- Regional Project information sharing at the AFEW 1st Central Asian Republics Regional Forum on Drug Use and Infectious Diseases in Prisons.
- Project contributes to an integrated national and regional response to HIV/AIDS. DFID assessed that CARHAP has provided good inputs into the national planning process and Harm Reduction is well represented in all national plans.
- Strategic priority on coordinating resources and work plans of three national programmes whilst identifying opportunities for regional activities. Opportunities for regional cooperation through trans-border activities, advocacy, information sharing and collaboration with other donors and international and multilateral organisations (ie: UNODC, USAID, AFEW,) are being maximised.
In order to increase capacity for providing quality harm reduction services and promoting supportive legal and policy environments at a national level, flexible assistance funds have been established and technical assistance provided as part of the national planning process. |
