Project Purpose/Outcomes :

This activity covers four separate activity Streams, namely:

Stream A: Rebuilding the essential Machinery of Government (MOG): Repairing and reforming the MOG in Solomon Islands includes a proposed interim package of assistance focused on building capacity in areas including but not limited to the following:

  • Public Service (both central and provincial)
  • Cabinet
  • Parliament
  • Accountability Institutions
  • The Electoral System

The above areas of focus constitute a framework for the MOG Program, which is working to strengthen processes and systems across the Solomon Islands system of government to ensure the effective delivery of government services. It is recognised that effective machinery of government repair and reform will involve not just central agencies but line agencies and provincial governments. Over time, other elements may be added to the framework.

The MOG Program focuses on the structures, processes and systems that enable the various elements of government to operate efficiently, effectively, and in the interests of the people of the Solomon Islands. A broad range of activities will be covered, including:

  • strengthening and review of electoral processes and legislation and the development of a voter education program;
  • strengthening of policy development capacity and policy coordination across all agencies of government;
  • coordination of whole-of-government approaches to core corporate infrastructure such as Information Communication Technology (ICT);
  • improved communication within and between agencies and levels of government;
  • corporate planning and performance reporting;
  • public service recruitment and conditions of employment;
  • workforce planning; and
  • improved records management.

Stream B: Other Regional Assistance Mission to the Solomon Islands (RAMSI) Program Streams: The forms of aid described above may equally apply to a number of related activities that are not formally part of the MOG Program, such as the Financial Management Strengthening Program (FMSP) and a range of smaller interventions.

Stream C: Workplace and Personal Accommodation, Logistics, Security and Operational Procurement Services to Commonwealth Government Departments: Together with AusAID, other agencies of the Australian Commonwealth Government (in particular the Department of the Treasury, the Department of Finance and Administration and related agencies) manage and contribute personnel to implement the FMSP. AusAID also contributes its own personnel (AusAID Development Specialists) to implement a range of activities in Solomon Islands associated with RAMSI (including, in particular, personnel in the MOG Program Advisory Office). Such personnel are collectively known as Nominated Deployees. The selection for such personnel is undertaken and managed by the respective agencies, at their discretion consistent with internal processes and procedures. The subsequent deployment of these Commonwealth Government Personnel (i.e. the provision of a range of personal and workplace accommodation, logistical, security and operational procurement services) is to be managed by GRM.

Stream D: DESCRIPTION OF MODULE D: AusAID BILATERAL PROGRAM – SOLOMON ISLANDS AUSTRALIA DEVELOPMENT SUPPORT FACILITY

The forms of aid, Supplier options and ISP functions described in Clause 3 (MOG) may equally apply to any activities under the AusAID Bilateral Program.
