Project Purpose/Outcomes :

The specific objectives of this project were to enhance and modernise the seeds sector in Lebanon through setting up a system for registration of produced and imported seeds, updating the legal framework that governs it and raising awareness among different stakeholders.

A Legal Expert was required to review the prevailing laws, regulations and decisions/decrees related to seeds and seeds registration and propose the relevant updates required to modernise the process. The expert carried out three missions outlined below:
Mission 2.1: duration: 13 working days
a.      Review the proposed recommendations and maintain those which will ensure a better control of the seeds sector in Lebanon
b.      Review existing decisions and decrees, and propose amendments in order to update them for the establishment of  a rigid system to control and register seed in Lebanon
c.      Suggest  the decisions and decrees needed to register the used seeds and the importing companies;
d.      Prepare pest list quarantine and germination and purity specification for imported sowing seed
At the end of Mission 2.1, the expert will submit to MoA a report covering the above. Mission 2.2 will start as soon as the MoA approves the report submitted during Mission 2.1.
Mission 2.2: duration: 12 working days
e.      Recommend procedures including registration forms and requirements that have to be fulfilled by importing companies and producers of seeds;
f.       Identify the information that should be tracked and the periodical reports to be issued and prepare a database design to register and control seeds produced and imported.
Mission 2.3: duration: 3 working days
to carry out a mission of three (3) working days during which they will prepare for and deliver a one-day workshop hosting the different stakeholders involved in the seeds sector in Lebanon (including concerned staff from the MoA, farmers/nurseries and representatives of importing companies) to present:
- the findings and conclusions of the survey as well as the recommendations proposed;
-the suggestions regarding the procedures and requirements for the seeds registration.
