The Capacity Building Service Centre is a flexible and responsive mechanism to support capacity development in the health sector in PNG, initially for a five year period with a possibility of further extension.  In 2006, CBSC principally provided international and local advisers to NDoH branches and provincial health authorities. However, hospitals, church health services, non-government organisations (NGOs) and community based organisations (CBOs) will also be eligible for advisory support. The Centre staff are developing a menu of Capacity Building options which will be utilised as needs and opportunities present themselves. The direction of the CBSC is determined by a Charter Board with representatives of the PNG National Department of Health, PNG Department of Planning and Rural Development, AusAID and the Contractor.

The Service Centre’s principal role is to source, manage and support advisers, both international and from within PNG, for long term and short term assignments.  In addition to this there will also be a need in the short-medium term, to contract some local staff for implementation work in key areas until either work can be picked up by the relevant health sector agency and/or staff themselves can be absorbed by the sector. The Service Centre will not procure goods and services and advisers will undertake their work using the equipment and resources available through PNG systems. Technical advice will be provided to the HR Branch, with funding for actual activities derived from the Trust Account. The Charter Board will determine annual levels of resources to be allocated to technical assistance and other capacity building initiatives. 

The Head Contract is held by Jane Thomason and Associates International P/L (JTAI).
