Project Purpose/Outcomes : |
In July 2007 AusAID commenced the Enterprise Challenge Fund for the Pacific and South East Asia (“ECF”), a $20 million initiative. The ECF is a means of sharing risk with business to achieve pro-poor growth. Through open competition, grants are awarded to business projects with the potential to be both commercially sustainable and assist in reducing poverty. ECF will be an innovative partnership with the private sector contributing to sustainable development.
The purpose of IMT ECF is to provide independent monitoring and evaluation of the ECF’s impact on the business enabling environment, the progress of individual projects receiving funding through the ECF, and to review the contracted ECF Fund Manager’s performance on an annual basis. |

Review the M&E framework for ECF
Design the Fund Manager Peformance Assessment Framework
Design Cost benefit Analysis Methodology
Review and provide advice to AusAID and Managing Contractor on ECF M&E Framework and individual grantee M&E frameworks.
Review and provide advice to AusAID and Managing contractor on Business Enabling Environment country reports.
Provide to AusAID Year 1 and 2 assessment of the Fund Manager’s performance and recommend improvments to ECF.
Conduct first Cost Benefit Analysis on 5 ECF projects.
Review and provide advice to AusAID and Managing contractor on ECF portfolio analysis. |
